PAIndependent: Highlights of Corbett Budget

““We will not raise taxes,” he said during his annual budget address before the state House and Senate on Tuesday. But nothing comes for free.

Corbett proposed a $27 billion budget plan — about $20 million less than last year’s budget. His reduced proposal manages to increase money for public safety and businesses and pay for more than $1.4 billion in required spending, which includes pensions and debt service. But this spending forced cuts in welfare funding and other programs.

“We will not spend more than we have,” Corbett said in his address. “We reduced spending to fit the realities of our time. … Every dollar taken in taxes is one less dollar in the hands of a job holder or a job creator…”

Robert Burns, AP: BO to Cut Nukes

Steven Shepard, NatlJournal: Romney Slips

The latest Gallup tracking poll, conducted Wednesday through Sunday, shows Romney leading Santorum, 32 percent to 30 percent, within the poll’s margin of error of +/- 2.9 percentage points. Former House Speaker Newt Gingrich is third, with 16 percent, and Rep. Ron Paul, R-Texas, is at 8 percent. Fifteen percent of Republican voters prefer another candidate or are undecided.

“Meanwhile, a new Pew Research Center survey, conducted over the same time period, shows the former senator from Pennyslvania inching in front of Romney, 32 percent to 30 percent. The result is also within the poll’s margin of error of +/- 4.2 percentage points. Gingrich is at 17 percent and Paul at 12 percent; 13 percent of Republican voters prefer another candidate or are undecided.

“The Pew polls show Santorum rocketing to the front among more-conservative Republicans. He captures 42 percent of tea party supporters, good for a 19-point lead over Romney, the former governor from Massachusetts. Among white, evangelical Protestant voters, Santorum is at 41 percent–a lead of 18 points over Romney.

“Santorum is also surging among less educated voters. Republican voters with a college degree prefer Romney, 39 percent to 25 percent. But those who do not have a college degree pick Santorum, 33 percent to 24 percent.

“The bad news for the Romney campaign in the Pew poll is not limited to the Republican primary. Romney now trails President Obama among all voters by 8 percentage points, 52 percent to 44 percent. Last month, Obama led Romney by 5 points, 50 percent to 45 percent…”

“A study of pollution in 34 Chinese cities has found that the electricity generated by power stations to drive electric vehicles leads to more fine particle emissions than petrol-powered transport.

“Calmes invariably sees Obama’s big-spending budgets through rose-colored glasses. This time last year, she was covering Obama’s fiscal year 2012 proposal under helpful headlines like this one: “Obama’s Budget Focuses On Path To Rein In Deficit.” Calmes portrayed it as just right in its balance of spending cuts and tax increases and gave him a pass for putting off tough choices. But now that Obama has forsaken deficit reduction for 2013, Calmes puts the issue on the back-burner and instead emphasizes how the new budget plan may work for Obama politically. James Pethokoukis, The American: BO’s Budget Valentine

“President Obama’s Buffett Rule looks so simple on paper:

‘No household making over $1 million annually should pay a smaller share of its income in taxes than middle-class families pay. As Warren Buffett has pointed out, his effective tax rate is lower than his secretary’s. And, the President is now specifically proposing that in observance of the Buffett rule, those making over $1 million should pay no less than 30 percent of their income in taxes.’

“The goal here is to raise taxes on wealthy Americans who get most of their income from investments. Investment income currently is taxed at a lower rate than labor income. But the Buffett Rule, according to the non-partisan Tax Foundation, creates a terrible, unintended consequence for some taxpayers: The marginal tax rate on investment income could plausibly exceed 100 percent! “In other words, taxpayers … would have an incentive to lose money,” according to the research group.

See, the Buffett Rule almost certainly wouldn’t suddenly kick in once a taxpayer’s income hit $1 million. More than likely it would be gradually phased in over the $1 million to $2 million range. And this causes a huge problem for taxpayers inside this phase-in range…

“…Amazingly, the Obama administration says its tax plan would increase fairness and simplicity. But what in the above example sounds either fair or simple? Then again, this is the kind of policy nonsense that can occur when a budget plans morphs into a political document.”

David Rogers, Politico: BO Budget at $3.8 Trillion

“The White House rolled out its new $3.8 trillion budget Monday, promising major investments to spur a manufacturing revival in the U.S. while walking a fine line between the August debt accords and President Barack Obama’s fear that too much austerity now will spell trouble for the economy—and his own reelection chances in November.

“From Justice to Defense and Homeland Security, as many as six cabinet level departments or agencies will see their budget shrink in compliance with the new appropriations caps. But Obama would also go outside the box by creating new mandatory spending initiatives costing tens of billions of dollars and for the first time, openly tap war savings to fund his domestic agenda…”

BO said: “It will take another year or two to dip (sic!) our way out of  this hole…”

Susan Cornwell, Reuters: BO Proposed $800 Million for Arab Spring

“In his annual budget message to Congress, President Barack Obama asked that military aid to Egypt be kept at the level of recent years — $1.3 billion — despite a crisis triggered by an Egyptian probe targeting American democracy activists.

“The proposals are part of Obama’s budget request for fiscal year 2013, which begins October 1. His requests need the approval of Congress, where some lawmakers want to cut overseas spending to address U.S. budget shortfalls and are particularly angry at Egypt.

“Obama proposed $51.6 billion in funding for the U.S. State Department and foreign aid overall, when $8.2 billion in assistance to war zones is included. The “core budget” for the category would increase by 1.6 percent, officials said.

“Most of the economic aid for the Arab Spring countries — $770 million — would go to establish a new “Middle East and North Africa Incentive Fund,” the president said in his budget plan…”

We’ll put cameras in the Rules Committee so you can figure out what really goes in the Rules Committee where they debate what bills come to the floor and under what conditions the bill comes to the floor. We’ll ban the practice of airdropping earmarks into bills at the last minute so nobody knows that it’s really there. And we’ll outlaw monuments to me. This is what lawmakers earmark money for projects that have their name on it. And we’ll take advantage of new technology to break down the walls between citizens and legislatures in order to make our congress more transparent and accountable to the American people…”

Mona Charen, NRO: “Do you speak conservative?”

“…The Heritage Foundation has just released its annual Index of Dependence on Government. Since 2008, the number of Americans dependent on state subsidies has grown 23 percent, to the point where one in five Americans is now dependent on the government. That’s the highest rate in history.

“The 20 percent of Americans who depend on government receive an average of $32,748 in benefits, which is more than the disposable income of the average American. Fifty-three percent of all American infants are now enrolled in the WIC (Women, Infants, and Children) nutrition program. Fifty-three percent!

“The greatest enlargement in dependency in American history may strike President Obama and his liberal supporters as a moral triumph — but for most conservatives it represents both an injustice and a fiscal calamity. It’s an injustice both to those who pay for it (the minority who still pay federal income taxes), and to many of those enveloped in state subsidies. Dependence breeds intractable poverty and low self-esteem …”

Rushbo: Abortion or Contraceptives?

There’s a second series of possibilities…

“George Stephanopoulos kept hounding Romney on contraception. It had not come up, nobody had said anything about it, and we were all confused, as was Romney, what the deal was. Well, it is Dick Morris’ theorem that that was a setup that led to what happened last week…”

“…They want to create the impression that the Republicans will ban contraception.”

Another voice out of this whirlwind: Mark Steyn made a book – America Alone – out of the demographic differences between western nations and those of Islam. Europeans, tops, produce about 1.5 children per couple, Muslims make about six. And if Islam follows a western population curve, it will be 2050 before Islam reduces its fertility. As Noel Coward quipped, “Funiculi, funicula, funic yourself because there isn’t anyone else.” Even Vladimir Putin begs Russian women to have children. They laugh at him.

From New York to San Francisco and up through Mexico, America faces an Islamic invasion. And our President curries favor with Islamists by praise (the beauty of minaret calls), holidays (celebrating Muslim holidays while clumsily recognizing or ignoring Jewish or Christian feasts), money – $800 million to be sent to the Muslim Brotherhood, and politically correct speech about the mischief from Muslims. Even Hasan still waits for a trial. Would it enter Obama’s mind to encourage American women to demand contraceptives while Islam’s daughters will not? And another complication: sperm and eggs travel in fluids that trigger mutual commitment. Insert a rubber wall and groans and screams may result but commitment grows in neither partner. Families on two continents become more fragile.

Fortunately, the Mormons still make children …

“…In the process, the leaders of the American Catholic Church fell prey to a conceit that had long before ensnared a great many mainstream Protestants in the United States – the notion that public provision is somehow akin to charity – and so they fostered state paternalism and undermined what they professed to teach: that charity is an individual responsibility and that it is appropriate that the laity join together under the leadership of the Church to alleviate the suffering of the poor. In its place, they helped establish the Machiavellian principle that underpins modern liberalism – the notion that it is our Christian duty to confiscate other people’s money and redistribute it.

At every turn in American politics since that time, you will find the hierarchy assisting the Democratic Party and promoting the growth of the administrative entitlements state. At no point have its members evidenced any concern for sustaining limited government and protecting the rights of individuals.

James Taranto, WSJ: “Birth Control, Yes; Government Control, No”

Times editorialists write for people who think alike and seek reinforcement of their prejudices. Unconstrained by any need for compromise or political sensitivity, they provide an honest distillation of left-liberalism, something you can’t always get from politicians who need to appeal broadly enough to win electoral majorities or even from the leaders of other institutions that serve a more diverse audience or clientele. What you learn from reading Times editorialists is that the fundamental attitude of left-liberalism today is one of contemptuous ignorance…

It only applies to welfare recipients who have been convicted of a felony in the last five years or are currently on parole or probation…

“According to Mehr News Agency, sources within Iran revealed that there will be an announcement in a few days that the previously secret nuclear site, the Fordow nuclear enrichment facility, is now fully operational and enriching uranium at a 20% level.

“The world learned about the existence of this site in 2009 when the Iranians disclosed it to the IAEA right before President Obama, Prime Minister Gordon Brown of the United Kingdom, and President Nicolas Sarkozy of France made statements at the G-20 summit in Pittsburg that referenced the secret Iranian site.
